Pembroke board approves annual appointments, payment authorizations and DOT snow-and-ice adjustment

At its Jan. 8 organizational meeting, the Pembroke Town Board unanimously approved five resolutions including annual appointments, authorization to pay abstracts, attendance at a planning and zoning school, adjustments to the NYSDOT snow-and-ice agreement (Contract D014804), and the Section 284 highway expenditure agreement.
The Pembroke Town Board on Jan. 8 unanimously approved five organizational resolutions that set appointments, authorize town payments and adjust contracts for 2026.
The board approved Resolution No. 1 (Annual Appointments, Adjustments & Policies) as the organizational slate for the year. The action passed on a 3–0 vote after Supervisor Thomas Schneider moved the resolution and Councilwoman Kathleen Manne seconded.
In Resolution No. 2 the board authorized the Supervisor to pay expenses listed in Abstract #22 of 2025 and Abstract #1 of 2026, stating the charges are within the normal scope of the 2025 and 2026 working budgets and create no additional cost to the town. Supervisor Schneider moved the payment authorization; Councilwoman Manne seconded. The vote was unanimous.
The board granted permission in Resolution No. 3 for James Wolbert and Supervisor Schneider to attend the NFBOA Education Conference (Planning and Zoning School) Jan. 26–28, 2026, in Buffalo, with conference expenses covered by the 2026 budget. Councilwoman Kathleen Manne moved the measure; Councilwoman Deborah Conti seconded. The motion passed 3–0.
In Resolution No. 4 the board approved the New York State Department of Transportation 2025–26 Supplemental Agreement and adjustments to the Snow & Ice Agreement (Contract #D014804) and authorized the Supervisor to sign any related paperwork with NYSDOT. The measure passed unanimously after a motion by Supervisor Schneider and a second from Councilwoman Manne.
Resolution No. 5 adopted the Agreement for the Expenditure of Highway Monies (Form #284) for 2026 under Section 284 of the Highway Law; the board directed that a copy of the agreement and the resolution be made available for public review at the Town Clerk’s office during regular business hours. The motion was moved by Supervisor Schneider and seconded by Councilwoman Manne and carried 3–0.
The board’s formal votes were recorded as Ayes: Manne, Conti and Schneider; Nays: none. The meeting opened at 6:30 P.M. and adjourned at 7:48 P.M. Town Clerk Nicole M. Begin recorded the minutes.
Background and next steps: the DOT supplemental agreement (Contract D014804) will be signed by the Supervisor as authorized; payments in the approved abstracts will be processed per the town’s normal budget procedures. The NFBOA conference attendance is scheduled for Jan. 26–28, 2026.
