Pembroke approves MCWA easement; board hears water-project and budget updates

Supervisor Thomas Schneider said the Water District No. 5 easements are ready to file with the Genesee County Clerk and that two easements for Water District No. 4 remain outstanding; engineers are exploring a workaround so work can proceed. Schneider said the projects are hoped to go out to bid in November but noted that CPL has requested increased pay because of extra paperwork and changes to the projects.
The board approved Resolution #66 by unanimous vote after a motion by Councilman Edward G. Arnold Jr. and a second by Supervisor Schneider. The minutes cite §1096(6-a) of New York’s Public Authorities Law as the statutory basis for the Authority to obtain the town board’s prior approval for the easement acquisition.
On the budget, Schneider said the preliminary 2026 budget would exceed the 2% tax cap by roughly $23,000, mainly because of increased health insurance costs and reduced county sales tax; the board said it will need to adopt a resolution to exceed the cap if the budget is left unchanged. A public hearing on the 2026 budget is scheduled for Oct. 23 at 6:30 p.m.
The board also approved Resolution #65 authorizing payment of Abstract #18 of 2025, a routine authorization of operating expenses, by unanimous vote.
The minutes do not provide the estimated total project costs for the water districts or specifics on the CPL pay-request amount; those items were recorded as pending further documentation and action.
