The Hopkins School Board on June 23 approved the district's final fiscal year 2027 budget after presentations from interim CFO Jessica Olson that emphasized sustaining classroom staffing, aligning student supports and protecting fund balance.
Olson said the total revenue budget is roughly $207 million with proposed expenditures of about $241 million, reflecting planned use of some fund balances and anticipated bond activity. "From a revenue breakdown this chart... breaks down how our revenue funding comes in with our basic revenue allowance being the largest portion of our funding along with special ed," Olson said, summarizing the drivers of the plan.
Administrators told the board they expect a general fund surplus of about $1.5 million on paper and closer to $2 million after planned fund-balance adjustments, while noting the district will spend down specific restricted balances (for example, safe schools and long-term facility maintenance) to support operations and projects. The auditor's presentation earlier in the meeting explained a $7 million net increase in fund balance for FY25 after other financing activity, but staff cautioned much of that was restricted to capital and LTFM uses.
Board members pressed for clarity about construction and bond timing. Olson explained the FY27 construction fund includes a $250,000 placeholder for interest and that a bond sale planned for FY27 will determine final construction revenues. "Once we know that, we will bring a revised budget to you in August," she said.
School-by-school allocations were included in the presentation: the district presented building-level budgets and staffing allocations, including increases in staffed classroom teachers at multiple schools that directors noted as a priority accomplishment. Directors also discussed community education expansions (including proposed Chinese-immersion preschool programming) and options to adjust a la carte food-service offerings to offset rising costs.
After a brief discussion the board moved, seconded and approved the final FY27 budget by voice vote.
Next steps: administration will return with a revised construction/bond funding plan in August, monitoring items include implementation of safe-schools staffing decisions and continued work to align budgets to enrollment trends.
