Committee approves electrical, AV/security and EV-panel PCOs totaling about $129,800; tile change order tabled

The joint committee approved two construction change orders on June 22 to address late coordination and field-driven revisions: PCO 43, a $92,429 not-to-exceed change for additional electrical work supporting AV/IT/security devices, and PCO 51, a $37,366 change to relocate EV charger panels and extend underground conduit routes.
Staff described PCO 43 as a filed-sub electrical contractor scope covering additional conduit and wiring for data drops, card access, power and fire alarm modifications discovered after design documents were finalized. Jennifer said the electrical trade on the project was originally allocated roughly $1.968 million, and the $92,429 PCO represents an electrical-contractor cost increase driven by late coordination of technology and security requirements. Kristen Lass and staff acknowledged that earlier IT engagement might have reduced the need for the PCO and said the town has set aside approximately $650,000 for AV/technology procurements; the PCO covers wiring and cabling while AV equipment will be procured separately.
PCO 51 addresses field-driven congestion in the main electrical room and the need to relocate EV panels to the exterior, increasing feeder distance and conduit sizes; that work was approved at a not-to-exceed $37,366.
Committee members asked for more detailed breakout sheets in future PCO presentations (for example, counts of data drops, keypads and conduit runs) to better evaluate whether late coordination or missing procurement decisions are driving the cost increases. Glenn raised procurement-and-bid questions when PCO 39 (tile substitution) showed higher costs for alternates; the committee tabled that tile PCO to July 13 for further review.
Combined, the electrical and EV-panel approvals amount to approximately $129,795 in new authorized change-order value. Staff reported the project contingency remains in the $3.2 million range after tonight's approvals and will circulate a contingency printout in future packets.
The committee approved PCO 43 and PCO 51 on recorded/roll-call votes; PCO 43 passed on the board's vote and PCO 51 passed as recorded. The committee also agreed to revisit the tile PCO with additional procurement documentation at the July 13 meeting.
