Pitkin County board approves Airport schematic, Phillips L&E and multiple grant and budget items; votes at a glance

• Phillips Mobile Home Park (location & extent): BOCC overruled the Planning & Zoning Commission denial and approved a location‑and‑extent resolution authorizing horizontal infrastructure replacement (water, wastewater, roads, debris‑flow mitigation) and directing staff to develop individualized relocation plans for Riverside residents. Motion by Commissioner Patty; second Commissioner Greg; approved by voice vote.
• Healthy Rivers and Streams: Board approved first‑reading items to prepare for bond issuance to fund previously authorized water‑right acquisitions and related costs; staff reported a pending rating call and anticipated bond marketing this summer.
• Grants and appropriations: The board approved acceptance of a Coverdale competitive grant to the Coroner’s Office for $486,884; authorized submittal of an FAA VMAT grant application and, if awarded, acceptance of estimated funds of $175,500 for vehicle transponders at the airport; and approved a request to apply for Colorado Broadband Office funding (station 42 connectivity) with a local match estimate of ~$106,000. The board also approved Q2 budget supplemental appropriations (net increase ~$5.8M) covering capital and operating requests across funds.
• Human services policies: BOCC approved mandatory state policies for the Economic Assistance Division (SNAP/Medicaid-related rules) to align with Colorado Department of Health Care Policy and Financing and CDHS requirements.
The board recorded motions and voice votes on these items during the meeting. Several agenda items were continued to July dates for further action (for example, the Aspen Chapel covenant was continued to July 8).
