Cowlitz County commissioners approve consent agenda including grants, bids and an after-action RFP

The Cowlitz County Board of Commissioners approved a consent agenda that bundled procurement notices, interlocal agreements and several grant awards.

Among the items summarized by staff were: a request for qualifications to identify nonprofit organizations to provide animal care and adoption services (submissions due July 30 at 4 p.m.); a request for proposals for a comprehensive after-action review related to the Nepon tragedy (responses due July 10, 2026 at 4 p.m.); a call for bids for repair of a South Tutel Road headwall (bid opening July 27, 2026 at 1:30 p.m.); and a public hearing notice on Cowlitz County Code 12-21 addressing utility installations on county roadways, scheduled for July 14, 2026 at 10 a.m.

Finance staff noted an agreement to provide $50,000 in lodging-tax funds to the Port of Columbia for trail connections to the Kalama pedestrian bridge. The consent list also included three rural development grant awards read into the record for local projects (the North Peacin Road water project was listed as 567,576 in the meeting record; the Castle Rock sewer main grant was listed as $365,500; and a community action planning award was listed as $40,000). Several bid awards were approved, including material and transport contracts for asphalt and rock.

Other routine actions included interlocal memoranda documenting current public-records practices with the coroner and assessor, amendments to event-center contracts for a tourism website and engineering work on an RV park project performed with the city of Longview, and a finance resolution closing the county cafeteria petty-cash fund. Vouchers for the period read in the record totaled $8,942,405.10.

A commissioner moved to approve the consent agenda; the chair called for a vote and announced the motion carried.
