Cowlitz County seeks nonprofit partners for animal-control sheltering under new RFQ

Sheriff Brad Thurman told the board the county will release a request for qualifications (RFQ) to find nonprofit or other partners to provide animal-control sheltering, fostering and adoption services. Savannah Clement, Public Works, said the RFQ packet will include sample agreements, an open house plus a Zoom option for applicants, and a two-week submittal window ending July 30.
Clement told commissioners the county intends to offer fee-for-service contracts whose specific rates will be negotiated during contracting. She said staff hope the RFQ will attract several agencies; the Humane Society has already requested a meeting, but the sheriff said the county has no present plan to contract exclusively with one provider and any responsive nonprofit could be considered.
Commissioners asked about kennels and siting. Clement said the kennel order is paused while staff await a July 1 Longview city public hearing on permitting. She noted the county has identified a Plan B location and will proceed once permitting and coordination are clear.
Sheriff Thurman and Clement encouraged nonprofits to submit responsive RFQs; if a bidder meets responsiveness and insurance requirements, staff will move into contract negotiations and can seek fee-for-service terms appropriate to the services provided.
