Cowlitz County Public Works notified commissioners that a replacement fire panel at a county juvenile facility revealed several nonfunctioning smoke detectors and that the contractor—Point Monitor—proposed a $5,470 change order to replace those detectors.
"We are asking for board approval on that today for the $5,470 change order," Mike Moss, Public Services Director, said, explaining that the smoke detectors were discovered only after the replacement panel was tested and that the amount represents roughly 10% of the original bid. Moss said the county solicited three bids for the overall project and followed purchasing processes.
Commissioners discussed the county's change‑order policy and practices; staff said historically the board requires approval of change orders that are 10% or more of the contract price to control escalating contractor costs. No formal vote was recorded on the change order during the meeting.
