Somerville council readies CDBG paperwork for senior center, reviews loader grant and to comment to PennDOT on proposed Dollar General

Staff said the borough expects paperwork for a $220,000 Community Development Block Grant (CDBG) award for the senior center project to be ready by July 1; bidders were due the following day, and staff advised the work may be organized as up to four separate agreements (including an electrical package) so the county can begin work quickly once agreements are executed.
On equipment, council reported the borough received a $130,000 stormwater grant to purchase a loader. Staff obtained three vendor quotes and will compare machine size, warranty and service terms; the grant is expected to cover the purchase in full and the borough plans to dispose of the existing loader once the new equipment is procured.
On land use, the planning commission asked council to forward a letter to PennDOT opposing a highway‑occupancy permit (HOP) for a proposed Dollar General on Summit Hill. Council members noted traffic and volume concerns and agreed staff should send the planning commission’s disapproval letter; council recognized final permitting authority for HOPs rests with PennDOT.
No final contracts were signed during the session; staff was authorized to move paperwork forward and to be prepared to act on bid packages once complete.
