Staff confirmed the city holds retainage and said penalties will be deducted from the retainage at final payment: "So we deduct we deduct the penalty from the retainage." The member requested that, when the final payment is prepared, staff provide the specific withheld/penalty number for constituents; staff said that information will appear on the final payment documentation.
