The Belgrade Planning Board on June 18 approved a revision to the Cozy Cove Condominium subdivision at 325 Smith Road (Map 46, Lot 10), granting final-approval review under Article 10 of the town ordinance. The applicant's representative, identified in the record as Brian Stom, said the filing is the third amended plan for the development: it reduces the number of dwelling units from seven to five, enlarges units, and formalizes a common open-space area and a revised westerly boundary the prior owner had conveyed without triggering an earlier amendment.
Board discussion focused on the scope of review for a revision to an approved plan. Staff cited Article 11 (revisions to approved plans), which limits the board's review to portions of the plan that have changed. Members considered whether new ordinance requirements introduced since the 2019 approval (for example: stormwater management plans, hydrogeologic/septic assessments, and traffic impact elements) applied to this revision or should be waived. The board recorded unanimous votes across statutory review criteria and then voted to approve the application; the final motion passed 5-0. The board instructed the applicant to include specified notes on the recorded plan (for example, that the board's approval is limited to the depicted revisions and that ordinance standards apply unless a written waiver is explicitly granted) and to deliver signed final plans for recording.
