The Northeastern Connecticut Council of Governments voted Aug. 26 to approve Resolution 8-1-22, which adopts the 2023 Regional Services Grant Program as presented.
Maureen Adams moved approval and Barney Seney seconded; the resolution was "approved as presented," according to the meeting record.
The council then considered five regional referrals from member towns and approved them as a group. The referrals included Brooklyn’s proposed revision to the Groundwater Protection Overlay Zone; Plainfield’s proposed moratorium on cannabis uses under Public Act 21-1; Putnam’s proposed zoning addition establishing Section 713 for cannabis facilities; Plainfield’s proposed amendment to the fee-schedule (Section 20); and Brooklyn’s update to its Plan of Conservation and Development. Maureen Nicholson moved items 1–5 and Barney Seney seconded; the motion was approved as presented.
On federal safety funding, staff briefed members on the Safe Streets and Roads for All preliminary application process, noting towns will need to hire consultants to estimate project funding needs and that a 20% local match is required for projects. The council recorded consensus to proceed with further investigation of how to handle state-road issues and the required town match; no formal motion was recorded.
Under a CEO roundtable item, Elaine Sistare reported a need for a contract assessor for the town of Putnam and reminded towns they can use RPIP funds for hiring and contract support.
The council adjourned at 10:18 a.m. following a motion by Barney Seney that was approved with all in favor.
