NECCOG approves 2023–24 plan, UPWP delegation and routine audits

The Northeastern Connecticut Council of Governments voted on June 23 to approve its 2023–24 Plan of Work and related budget items and to delegate authority to the executive director to enter agreements with the Connecticut Department of Transportation and other state and federal agencies. The action bundled Resolution 06-1-23 (approval of the NECCOG/NECTD plan of work), Resolution 06-2-23 (approval of the FY24–25 Unified Planning Work Program and delegation of authority to the executive director), and Resolution 5-1-21 (delegation of authority to execute agreements with CT DOT and other agencies). The consolidated motion was recorded as approved in the meeting minutes.
In the same session the council accepted the FY21–22 NECCOG and NECTD annual audits on a motion by Austin Tanner, seconded by Patti George. The minutes note approval without a roll-call vote tally; the record does not specify individual vote counts.
The council also approved a package of regional referrals and zoning amendments submitted by member towns, including proposals from Mansfield, Ashford, Plainfield, Killingly and Chaplin. A motion to approve the listed referrals was made by Kevin Cunningham and seconded by Austin Tanner and recorded as approved.
Members approved several STIP (Statewide Transportation Improvement Program) amendments listing projects and funding phases for the Air Line Trail reconstruction and bridge replacements in Thompson, among others. The STIP items included state and federal funding amounts for ROW, design, and construction phases.
The director announced a special meeting to review Regional Performance and Investment Program (RPIP) applications on July 11 at 9:30 a.m.; the location is to be determined. The meeting adjourned at 10:07 a.m.
Why it matters: The approvals delegate execution authority to NECCOGs executive director for DOT and federal agreements and finalize the councils near-term planning and audit records, clearing the way for project submissions and grant work this summer.
