Transportation committee approves $780,000 increase for Southfield–Windsor Locks canal trail project

CRAG staff presented and the Transportation Committee on June 22 approved a request to increase LOTS funding for the Southfield–Windsor Locks canal reconstruction project by $780,000, raising the award from $1.2 million to $1.98 million.
Staff (Tori and Stephanie) described DOT and consultant recommendations made during application review that prompted scope changes: switching the trail surface from asphalt to stone dust (per DOT maintenance preference at constrained-access sites), adding topsoil and edge seeding ($140,000) to reduce environmental impact, comprehensive erosion control ($315,000) along steep slopes, a licensed-engineer recommended bridge evaluation that led to $122,000 in bridge upgrades and $30,000 for temporary reinforcement during construction, plus inflation and percentage-based cost increases. Stephanie summarized: "These additional costs combined with increases in prices and percentage-based items resulted in a total increase of $780,000."
Bill Hawkins, director of planning and development for Southfield, told the committee the corridor is constrained by steep embankments and limited access, and asked members to support the funding increase. The motion to approve the cost increase (mover: Doug Wilson; second: Larry Burrell) passed by voice vote.
