The Ottumwa City Council authorized two gateway projects funded by the Legacy Foundation: the South Market Street Gateway — a truss-and-column structure that will span Market Street — and a proposed gateway/landscaping/public-art feature at RoR Avenue and South Walnut Avenue.
Staff described materials and dimensions for the South Market Street Gateway and clarified the Legacy Foundation is providing funding; the city will administer the contract because the project occupies city right-of-way. Legacy Foundation president Kelly Jenners attended and offered to answer questions but deferred most comment, saying she had previously addressed the council.
For the entrance sign proposal at RoR Avenue and South Walnut Avenue, staff said they plan to work with a local artist and partner organizations; the initial budget discussed was approximately $20,000 and staff described the initiative as part of neighborhood-revitalization efforts.
Council adopted Resolution 25-2025 approving plans and the related authorizations to proceed and later authorized city staff to work with partners on the entrance sign concept and siting. Officials emphasized Legacy funding means the projects will not divert city road or pavement funds. The council recorded roll-call votes to approve the gateway plan and the sign authorization.
