Tualatin launches state‑required housing needs and capacity analyses with Echo Northwest

Erin Engman, the city’s senior planner, and Theresa Maltalvo, planning manager, introduced consultants Mary Chase and Matt Cragey of Echo Northwest to present the Contextualized Housing Needs (CHN) analysis and the Housing Capacity Analysis (HCA) the city will complete over the next year.
Chase explained the CHN identifies the types, characteristics and likely locations of housing needed in the community (single family, townhomes, multifamily; bedroom counts; accessibility features), while the HCA assesses land supply and constraints—spatial analysis of buildable land, slopes, wetlands and existing uses—to determine where that housing can be accommodated.
The analyses are required within the Metro region at six‑year intervals; the CHN/HCA work is funded in part by a planning assistance grant awarded to the city by the Oregon Department of Land Conservation and Development. Consultants outlined a four‑phase schedule that includes data gathering, demographic analysis, a buildable lands inventory (BLI), and focused engagement with community groups, tribal partners, the planning commission and city council.
Chase said the housing production strategy (implementation plan) will follow the CHN/HCA work in 2027. Staff and consultants will return with more specific deliverables and public engagement opportunities as the project proceeds.
Next steps: repeated council and planning commission briefings over the coming year, focused community engagement and completion of the CHN and HCA components to comply with state requirements.
