Per the contract language Reed cited, the city must offer fair market value for the water main; if the parties cannot agree, the dispute is to be submitted to arbitration.
City Engineer Joey Whitehouse explained how engineers determine useful life for infrastructure and how that factor feeds into valuation formulas. The council directed Whitehouse to verify the useful life of the water main and provide a formula that the city can use to calculate a fair offer to Marion County Rural Water.
Next steps: the engineer will return to the council with a verified useful-life assessment and a valuation approach to inform the city's offer or arbitration strategy.
