Pleasantville council approves package of routine measures, event permits and small purchases

The Pleasantville City Council approved a package of routine measures and event permits during its Aug. 19 meeting, authorizing a parcel split, several equipment purchases and street closures for upcoming community events.
The council approved the consent agenda, which included previous meeting minutes, July 2025 financial reports, the July water consumption report, employee comp time adjustments, the police report, and an outdoor liquor license for Halftime Bar & Grill for Sept. 20–21. The motion to adopt the consent agenda was made by Council Member Kyle Patterson and seconded by Jon Koehn; the minutes record “all voting in favor,” and the motion carried.
Engineer Joey Whitehouse told the council that ISG reviewed a parcel-split request at 803 E Jasper St. to separate a homestead from adjacent farmable land and recommended approval. Council Member Aaron Hurt moved to approve the parcel split; Kyle Patterson seconded and the motion carried unanimously.
Breazeale presented a quote from Sam’s Riverside for a $2,500 utility box to outfit a city truck and recommended payment from the Minor Road Use Tax equipment replacement fund, which Reed said has about $35,000 available. The council approved the purchase (motion by Hurt, seconded by Patterson).
On public-safety staffing for events, Police Chief Adam Choat said the department will extend hours to cover the Halftime Bar & Grill outdoor event. The council approved a street closure on Jefferson Street (Jackson to Monroe) on Sept. 20 from 5:30–10:00 p.m. (motion by Hurt, seconded by Koehn).
The council approved a Karl Chevrolet estimate of $3,096.48 to replace a fender, running board and decals on a police vehicle; Reed noted the city’s vehicle deductible is $1,000. The council also approved Trick-or-Treat on Oct. 31 from 6–8 p.m. and closure of streets around the square for the PYI Halloween event (motion by Patterson, seconded by Koehn).
Parks & Rec Director Jordan Flaws provided event details for a comedy show set for Oct. 4 at Memorial Hall. The Comedian Company will produce flyers and sell tickets through Eventbrite ($20 presale, $25 at the door); the council approved a $1,450 contract (motion by Patterson, seconded by Hurt). Mayor Kody Jurgens asked Chief Choat to arrange an extra officer for that evening.
Procedural note: the city presented detailed bills and payroll totals in the meeting packet, recording an Accounts Payable total of $106,053.97, payroll checks of $59,790.22 and a report total of $166,100.55 for the month.
What’s next: the council chair and staff will oversee implementation of the approved purchases and event preparations ahead of the scheduled dates.
