Pleasantville council approves budget amendment, street naming and housing tax-credit support

Pleasantville — At its May 20 meeting, the Pleasantville City Council approved a FY 2025 budget amendment and several related resolutions after a public hearing and brief presentation by City Clerk/Administrator Rachel Reed.
Reed told the council the amendment increases expenses in the general fund (including liability/property insurance and a replacement memorial hall water heater), allocates local option sales tax to the comprehensive plan, CIP, website and accounting software updates, and directs TIF LMI funds toward a Habitat critical home repair program. Water-related items in the amendment include money for a preliminary engineering report for a proposed new water treatment plant and a final pay application for the State Street water main project. Reed also reported increased revenue estimates across several funds.
The council moved to close the public hearing and later approved Resolution 25-13 to adopt the FY 2025 budget amendment. Council member Aaron Hurt moved and Kyle Patterson seconded; Mayor Pro Tem Rachel Lopez and the two council members voted yes and the motion carried unanimously.
In the same meeting the council approved Resolution 25-12 to name the east half of 35th Ave "Brooks Drive" and to install a sign honoring Midge Brooks, and approved Resolution 25-14 supporting East Elementary Apartments LLC to apply for Iowa Economic Development Workforce Housing Tax Credits. Both measures passed by unanimous voice vote.
The council also cleared a consent agenda that included approval of April 2025 financial reports, water-consumption reports, employee comp time, the police report, several temporary and outdoor liquor licenses tied to local events and an accounts-payable listing. The clerk reported an Accounts Payable total of $370,418.73 and a report total of $407,663.10; April revenue receipts included a $100,000 capital project receipt for East Elementary.
Next steps: the budget amendment and street-naming resolution were recorded as adopted; the tax-credit support resolution is a formal endorsement to accompany the East Elementary Apartments LLC application to the state.
