NECCOG director reports 600+ households returned to safe homes under crumbling foundations program

John Filchak, NECCOG executive director, used the Oct. 28 meeting to update the council on several regional programs, highlighting progress on the crumbling foundations program and reporting emergency medical transport statistics.
Filchak said the foundations program has returned more than 600 families to homes with restored, secure foundations. He said the Connecticut Foundation Solutions Indemnity Company (CFSIC) will provide two re-certification/new-certification training courses on Nov. 10 and Nov. 17, and that CFSIC will release a study of 100 public buildings before Nov. 10 that emphasizes differences between commercial and residential concrete pours.
Filchak also reported the region’s paramedic intercept program had 306 transports in September, with local municipalities paying for 205 of those transports. On transit, he said deviated and fixed-route services were trending positively but elderly/disabled ridership remained considerably lower than before the pandemic as some riders rely on alternative services and deliveries.
Filchak noted NECCOG’s continuing GIS parcel updates and reminded towns of ARPA reporting requirements: the reporting deadline for the April 1, 2022–March 31, 2023 period is April 30, 2023, and towns should ensure procurement policies and Final Rule compliance when using ARPA funds. He listed Mickey Morabito as the contact for ARPA assistance.
The director’s report provided operational metrics and training timelines; no formal votes or funding allocations were taken on these items at the meeting.
