Chariton City Council adopts fence-setback ordinance, accepts FY2025 audit and approves rehabilitation bid

The Chariton City Council on March 2 unanimously adopted an ordinance establishing setbacks for fences, hedges and accessory buildings and placed the Fiscal Year 2025 audit on file, along with approving a property rehabilitation bid and several equipment purchases.
Mayor Jayma Davis presided over the meeting at City Hall. After a second reading, the council suspended the rule requiring an ordinance to be received at two meetings before final action and adopted "An Ordinance Amending Chapters 18.40 and 18.42 of the Chariton Municipal Code to Establish Setbacks for Fences, Hedges and Accessory Buildings and Structures." The ordinance was adopted as Ordinance No. 950 following a unanimous roll-call vote (Aye: Davis, Fenton, McGee, Shutt, Storm). The motion to suspend the rule was moved by Mayor Jayma Davis and seconded by Jarrett McGee.
Steve Gerdes of RGE and Associates presented the 2025 audit. Council Member Stephen Fenton moved and Gary Shutt seconded a motion to accept and place the Fiscal Year 2025 audit on file; the motion passed unanimously.
The council approved the Property Rehabilitation bid and timeline as presented, with a clarification to the electrical-permit requirement: if the rehabilitated house is not owner-occupied, an electrical permit is required. That motion was moved by Stephen Fenton and seconded by Cameron Storm and carried on a unanimous vote.
Council also authorized the purchase of two computers for the City Clerk and Deputy Clerk from Mainstay Systems of Iowa, LLC, totaling $2,956.00 (moved by Cameron Storm; seconded by Jayma Davis), and approved purchase of an automated external defibrillator (AED) with an extra set of pads for the community center and City Hall from Cardio Partners (moved by Stephen Fenton; seconded by Cameron Storm). Both purchases were approved unanimously.
The council accepted with regret the resignation of Joe Sellers from the Housing Board of Chariton, Iowa (motion by Gary Shutt; seconded by Cameron Storm). With no further business, the meeting was adjourned at 5:43 p.m.; the next regular meeting is scheduled for 5:00 p.m. on March 16, 2026, in the Council Chambers at City Hall.
