Chariton council approves airport lighting project, awards $512,133.20 contract to Voltmer

The City Council of the City of Chariton on March 16 unanimously approved plans and specifications and moved forward on an airport lighting and navigational-aid project under two FAA grants. Mayor Jayma Davis closed the scheduled hearing on FAA AIP No. 3-19-0014-018 (2026) and FAA IIJA-AIG No. 3-19-0014-019 (2026) after noting there were no written objections or public speakers.
Council members voted to award the contract for the “Replace Runway 10-28, Taxiway A and Taxiway B Lighting and VAV/AIDS Project” to Voltmer, Inc., of Decorah, Iowa, for $512,133.20, subject to FAA grant funding (motion by Council Member Gary Shutt, second by Council Member Stephen Fenton). The resolution adopting the plans, specifications and estimate of cost was recorded as Resolution No. 2026-14 and the contract-award resolution as Resolution No. 2026-15; both passed unanimously (Aye: Davis, Fenton, McGee, Shutt, Storm).
Council also authorized construction-administration and related services agreements for the same project: McClure for engineering services ($95,400), Construction Materials Testing (CMT) for QA testing ($2,251), and Alvine for electrical engineering CA services ($7,200). Those authorizations were adopted as Resolution No. 2026-16. Separately, the council approved submittal of the FAA AIP and IIJA-AIG grant applications for the work (Resolution No. 2026-17). All votes were unanimous.
The council recorded the approvals and noted that the contract award is subject to FAA grant approval; the minutes do not record any public objections or additional conditions attached to the award. The next procedural step is federal grant approval and contract execution if funding is confirmed.
