Mayor Dean Andrews welcomed new councilmember Christa Noah and introduced a proclamation honoring the 60th anniversary of the Foster Grandparent Program, established in 1965. Jennifer (identified in the meeting as the program contact) described local anniversary activities and invited council and residents to a Sept. 12 Zoom gathering organized through 'Americaore' to include foster grandparents nationally.
The proclamation describes the program’s role in providing mentorship, tutoring and intergenerational support, and proclaims Aug. 28, 2025, as Foster Grandparent Program 60th Anniversary Day in Charles City. The council moved to approve the proclamation and recorded the approval.
Mayor Andrews and speakers noted the program’s local impacts on literacy, confidence and community connections, and thanked volunteers for six decades of service.
