The Charles City Council approved Resolution 8725 at its meeting to process payment request No. 6 to contractor Kingland for the city hall–police department renovation project, in the amount of $290,910.94.
City staff member John said the payment covers mainly mechanical work—HVAC, heating, ventilation and air-conditioning—and associated demolition. With this disbursement, staff said the city will have paid Kingland a little over $1.2 million across six payment requests.
John told the council the project schedule has slipped: the original substantial-completion target had been late March, but the contractor’s latest schedule indicates substantial completion in early May. He attributed some delay to a required additional wall and change orders that extended the timeline.
Councilmembers asked whether the contract includes liquidated damages for schedule overrun; John said the architect and contractor did not include liquidated damages typical for some building projects and that the contract contains no such penalties.
A councilmember moved and seconded approval of the resolution; the motion was recorded and the clerk called the roll. Staff said final completion work will include punch-list items and paperwork after substantial completion is reached.
The council discussed no additional contractual remedies at the meeting; the resolution was approved as presented.
