David (city staff/attorney) explained that the codification is a compilation of historical ordinances as adopted and that amendments previously passed would be reflected in the final book; he recommended clarifying and, where necessary, amending text so that the final codification matches council intent and state law. Members discussed whether to table the second reading for a workshop or move forward and clarify items prior to the third reading.
The council made a motion to approve the codification on second reading while instructing the city clerk and staff to review and correct the areas identified (appointments, finance transfer language, and missing December/January ordinances) before the final reading.
