Carter Lake council approves first reading to codify city ordinances after public hearing

The Carter Lake City Council voted unanimously to approve the first reading of an ordinance to adopt a codified Code of Ordinances after a public hearing.
At the hearing resident Ryell Moraski asked whether the city could produce a concise list of specific updates instead of requiring residents to “thumb through the whole book.” City staff responded that a bound copy of the new code is available at City Hall and said they would attempt to produce a readable list of substantive changes for public use. City staff said the codification inserts ordinances adopted since 2014 and incorporates state statutory updates.
Council members moved to close the public hearing and then proceeded with the procedural vote to approve the codification on first reading. Clerk roll call recorded Aaron, Jacob, Jason, Victor and Jackie voting yes.
City staff said any ordinances adopted prior to final codification will be inserted into the new code; several council members asked staff to leave time for review before subsequent readings. The council indicated the second reading will occur in January to allow members and the public time to review the compiled changes.
The codification consolidates previously adopted city ordinances and state‑mandated changes into a single updated code; staff said they will publish availability and will try to provide a short list of substantive edits in the January newsletter.
