Representatives of Lakeside Auto Recyclers sought council approval to rezone a contiguous parcel to P1 so the business could operate a new shaker/shredder; the Planning Commission had recommended against the rezoning at its prior meeting.
Nick, representing Lakeside, said he wanted the council to allow P1 zoning to the rear of the building to accommodate the equipment and to avoid forcing a new survey. Staff and council members said splitting a single parcel across zoning districts can create long-term problems for assessment and permitting and warned against drawing a zoning boundary that bisects a parcel. A councilmember noted that a shaker box is a conditional use in P1 and that a conditional-use permit would give the council more direct controls over allowable operations.
City staff and the applicant discussed a compromise proposed by Darren (staff): designate a Wood Avenue easement as P1 so that the new building and the shaker operation would be covered without a full resurvey, and then craft a conditional-use permit restricting P1 activities to within the building and behind it. The applicant said surveying could cost as much as $18,000; Darren described his proposal as a simpler alternative that could avoid surveying costs.
Council did not act on a rezoning ordinance at the meeting and directed staff and the applicant to prepare a revised proposal for planning commission review and a future public hearing before council. Councilmembers emphasized that any rezoning should avoid creating split-zone parcels and that a conditional-use permit could be used to limit outdoor uses.
