Council reviews 12th Street reconstruction funding, $800,000 transfer proposed from road-use tax fund

Carroll City staff presented the road-use tax and capital projects portion of the FY26 budget and proposed transferring $800,000 from the road-use tax fund to the 12th Street reconstruction project.
Randy (staff presenter) said the road-use tax fund is supported by a per-capita allocation (about $140 per person) restricted to street construction, maintenance and supervision. He told the council staff proposes an $800,000 transfer to the 12th Street project next fiscal year to help fund the reconstruction.
Staff also summarized public-works capital and operations: reduced street-construction line items, purchase of detectable warning curb panels for accessible ramps, street lighting responsibilities (the city leases about 800 lights from Mid-American Energy) and a $50,000 annual transfer to a pedestrian curb-ramp transition plan. Staff reported roughly $20,000 expected revenue from rideway-permit fees.
Council asked how streets are selected for reconstruction. Randy said staff uses automated pavement-condition data supplied by the state (pavement condition index on a rotating schedule), local observation and project compilation strategies to combine segments for better bids.
Council members raised constituent concerns about street lights that remain dark despite the city reporting outages to Mid-American Energy. Staff said the company repairs lights when it can but will not notify the city when repairs are completed.
No formal vote occurred; the transfer and project funding will return to council in future budget or project-selection discussions.
