Carroll council defeats Southgate Road reconstruction plan after questions about stormwater impacts

Carroll City held a public hearing on a proposed Southgate Road reconstruction project that would replace storm sewer infrastructure, sanitary and water service lines and repave portions of Southgate Road, South Main Street and Southdale Drive.
Randy explained plans and specifications and said the estimated construction cost was about $3.44 million, with a total project estimate just over $4 million. Staff told the council bids were expected Jan. 14 with award consideration Jan. 27.
During discussion council members pressed staff about the project’s flood-reduction benefits and how many homes had been affected. Staff estimated the project impacts about 23 properties directly and said roughly 10 of those properties have experienced low-point flooding; staff clarified the flooding is runoff-related rather than river flooding.
When the council moved to adopt the plans, specifications, form of contract and estimated cost, the motion failed on a roll call vote. The mayor and staff noted the council can reconsider the matter at a future regular meeting; a motion to reconsider must be made by a member who voted against the motion.
