Carroll City staff recommended and the council approved awarding the wastewater treatment plant digestor and blower air piping contract to Blue Ribbon Builders, the lowest responsive bidder at $2,997,000.
Randy, speaking for city staff, said five proposals were received and that the low bid yields a current estimated project cost just over $3.4 million. He told the council a correction to the memorandum updated the available ARPA funds to $964,000 (not $1.1 million as originally listed), which requires an increased bond issuance of $1,675,000 to finance the project.
Council members asked about contractor experience and comfort with the firm; staff confirmed Blue Ribbon Builders was responsive and recommended the award. On a roll call vote the council approved the resolution to award the contract at the bid price.
Staff said final funding recommendations will be reviewed once bids and other financing details are finalized; the project remains subject to the standard procurement and funding steps outlined in staff memos.
