Carroll City Council on its Dec. 16 meeting approved several routine and project actions, including an ordinance establishing street grades in Rolling Hills South, a change order to a water‑main replacement contract and final special assessments for a street reconstruction project.
The council voted unanimously to adopt the Rolling Hills South Fifth Edition ordinance to establish street grades on Southdale Drive and Westridge Drive after members confirmed on‑site inspections of storm infrastructure. Mayor opened the second reading and the council waived a third reading before adopting the ordinance.
On a separate item, staff presented change order No. 3 for the Water Distribution Main Replacements project. The change order covers additional fittings and two service‑line changes and includes a contract time increase of 80 calendar days, moving the contractor’s completion date to Dec. 20, 2024. The change order adds $9,488 to the contract; city staff told council that liquidated damages in the contract ($500 per day) were reviewed but not assessed because no actual city damages were demonstrated. The council approved the change order by roll call.
Council also approved a resolution accepting work and levying final special assessments for five properties on the Adam Street reconstruction project. Staff said the assessments and associated charges are listed in the council packet; the council established a 10‑year repayment schedule for the assessments and set the maximum unpaid‑installment interest rate at 9 percent (the city noted owners may pay off assessments early under Iowa special‑assessment rules). Those motions and the resolution passed by roll call.
Other formal actions taken at the meeting included adoption of Fiscal Year 2024–25 Budget Amendment No. 1 (the public hearing was opened and closed with no testimony), and approval of two memoranda of understanding with Carroll County Emergency Management to designate the city library and the Carroll Rec Center as emergency shelter sites. In addition, the council authorized the steering committee to move forward with the community branding plan budgeted in current allocations (see separate article).
