Carroll advances multiple infrastructure projects; staff recommends $635,500 roof contract and seeks bids for wastewater conversion

The Carroll City Council moved forward on several capital and public-works items, including a staff recommendation to award a roof‑replacement contract, adoption of plans for a wastewater digester project, approval of a permanent easement for sewer and water mains, and approval of a change order for a golf-course booster station.
City staff reported that bids for a multi-building roof-replacement project were evaluated and that Rigid Edge Exteriors was the lowest responsive, responsible bidder in the evaluation presented to council (staff reported their proposal at approximately $635,500). Staff said the project will be funded in part by insurance proceeds received (staff cited an actual cash value payment to the city of $561,500 and described an anticipated replacement-cost payment) and by the Water Utility Fund for two roofs at the water treatment plant and the high-service pump station (staff cited roughly $149,700). Staff told the council that the insurance company will pay consultant fees reasonably allocated to the claim and that uncovered damage found during work may be covered except for sheeting in some cases.
On the wastewater project, staff opened a public hearing on plans to convert an anaerobic digesting system to an aerobic system and to add VLR air piping. The estimated project cost was reported as $3,630,000; staff said bids will be received on Dec. 10 with consideration of award on Dec. 16. The council adopted plans, specifications and the form of contract for the project by roll-call vote.
Council also approved acceptance of a permanent easement offered by QRS Investments to accommodate sanitary sewer and water main extensions for a private development adjacent to Highway 71.
Finally, staff presented change order number one for the municipal golf course booster station after contractors drilled helical piles to depths (reported as roughly 60–70 ft) substantially deeper than expected (design assumed piles to about 20 ft). The change order increased costs and drew questions about geotechnical assumptions; staff said contingency funds remain available and the council approved the change order.
