Council advances solid‑waste ordinance; monthly noncommercial rate rises to $24.50

The Ottumwa City Council passed second consideration of Ordinance No. 3242, updating solid waste fees for noncommercial residences.
City Administrator Phil Ratz explained the ordinance establishes a new fee structure per the city’s agreement with its sanitation contractor and to account for landfill tipping fees, fuel surcharges, cleanup costs and administrative expenses. The ordinance sets a monthly rate of $24.50 per unit effective July 1, 2025 and increases the rate to $26 per unit on July 1, 2026; the current rate was reported as $23.
Council members voted in favor on second consideration and staff indicated the ordinance was previously adopted on first reading at the April 1, 2025 meeting. The ordinance will next proceed per statutory notice and codification requirements.
