Franklin County accepts $6.26M RESTORE award to design and build transfer station; board approves related grant and change order

The Franklin County Board of County Commissioners approved accepting a $6,262,966 Notice of Award from the RESTORE program to design, construct and equip a transfer station and administration building to replace the county’s existing landfill capacity.
Fiscal Manager Erin Griffith explained county landfill limitations, permitting complexity and rising construction costs as reasons the county moved toward a transfer station model. Griffith said the RESTORE award will fund design and construction; staff will return to the board with grant-administration agreements and engineering RFQs and estimated two years to construction once federal permitting and procurement are complete.
The board also approved a final change order (-$19,861.72) as part of final reconciliation for the Roberts & Roberts contract on CR67 widening and resurfacing, bringing the final contract total to $1,879,532.78. Commissioners voted to release annex courtroom renovation bids for review and to move multiple grant items on consent (FDOT roadway grant concepts, a State Fire Marshal truck grant for Eastpoint VFD and a Langton task order for a potential CDBG cooperative water/sewer application).
Outcome: Board accepted the RESTORE Notice of Award and approved the related procurement steps and reconciliations (motions carried unanimously). Staff will manage grant administration and return to the board with engineering RFQs and timelines.
