Dennis Willhoit, executive artistic director of American Gothic Performing Arts, asked the Ottumwa City Council to endorse a privately funded phase-one analysis of arts and culture in the city. Willhoit said the analysis — led by consultant Dr. Matthew Hensley — would include a week of stakeholder interviews with city officials, local artists and organizations, businesses, developers and residents, and produce a phase-one analysis report identifying themes, priorities and potential pathways for further planning.
Willhoit said the fee for the consultant is a flat $7,500 plus travel and hotel, estimating about $9,000 total, and that the American Gothic Performing Arts would fully fund the effort and could serve as a fiscal agent for grant applications if needed. City Administrator Phil R introduced Willhoit and said the request aligns with the city’s comprehensive plan and economic-development goals; council members expressed appreciation and support for the proposed phase-one work.
Council did not commit city funds for the phase-one study; the request seeks an endorsement and city participation in interviews so municipal priorities are reflected. Staff noted the proposal is an initial phase intended to inform later decisions about a full strategic plan or implementation steps.
