Staff told the council the ordinance adjusts lot layout and design standards: parcels closest to Washington Street must meet the city’s latest design guidelines while lots farther from Washington Street would have more latitude but still comply with one minor design element from the city guidelines. Staff said the Planning & Zoning Commission approved the ordinance at its March meeting and staff recommended approval.
Applicant and property owner Bruce Skout said the rezoning has been a three-and-a-half-year effort, stressed his long-term investment in the property and asked council to approve the zoning while acknowledging neighbor concerns. Staff and council addressed written comments included in the packet (maintenance facilities/utilities, vehicle storage options such as impound or RV storage, and light-industrial uses which must be indoors). Council closed the public hearing and approved the first reading on a unanimous roll call.
Staff said the ordinance directs the planning director to note the ordinance number and date on the official zoning map following the reading.
