Coggon council appoints Travis Beckman, approves staff roles and plat review

Coggon’s City Council appointed Travis Beckman to a vacant council seat and completed several administrative actions during its Jan. 13 regular meeting at Coggon City Hall.
The council voted on Resolution 20260113-1 to fill the seat vacated when Reenie Montgomery became mayor; the motion to appoint Beckman was made by Councilman Jeremy Faust and seconded by Councilwoman Angie Faust. The resolution passed with recorded ayes from Brian Rowe, Jeremy Faust, Jeff Harbaugh and Angie Faust; an oath of office was administered and Beckman took his seat.
Why it matters: The appointment restores a full council and allows the body to carry out votes and committee assignments that had been pending after the vacancy.
Council also approved the consent agenda, including Resolution 20260113-2 authorizing safe-deposit access for the mayor, mayor pro tem and the city clerk, and approved Resolution 20260113-3 waiving and approving the plat review for the Henderson Family Trust Addition to Linn County.
On personnel and board matters, council voted to approve several appointments on a motion by Angie Faust and Jeremy Faust: Jeff Harbaugh as mayor pro tem (Harbaugh was recorded as abstaining on his own appointment); Brenda Quandt as city clerk; Sue Humphreys as library director; Dan Pike as public works director; Jamie Coleman as fire chief; and Brian Rowe to the E911 board (Rowe was recorded as abstaining on that appointment). Council members present otherwise voted in favor of the slate.
Other formal actions included approval to contract for 20 hours per month with the Linn County Sheriff’s Office for FY27 patrol services, and authorization to post a temporary backup city-clerk position to cover vacations (the posting is explicitly not for a permanent or part-time hire). Budget workshop sessions were set for Jan. 29 and Feb. 4 at 6:30 p.m.
The council reviewed accounts payable totaling $53,773.72 and the monthly financial report showing a Dec. 31, 2025 balance of $969,109.23.
