Geary County approves maintenance contracts, culvert and land purchase; FEMA project work continues

The Geary County Commission on Feb. 17 approved a series of maintenance and procurement actions intended to keep county infrastructure and emergency systems operational. Commissioners voted unanimously to accept a two‑year detention center lock service agreement with INA Alert Inc., a two‑year generator preventive maintenance contract with Foley's, and the purchase of reinforced concrete pipe for a failing culvert on Dundon Road.
Public Works Administrator Jeremie Myers presented the items, noting the INA proposal totaled $14,500 for a two‑year service term compared with higher historical costs. Commissioners approved the INA agreement after comparing the proposals. The commission also approved Foley's preventive maintenance contract for the sheriff's generators and selected Old Castle to supply reinforced concrete pipe for $8,012, rejecting a higher bid from McPherson Concrete.
The commission also approved Agreement No. 57‑26 for Project No. 31 C‑5401‑01, an off‑system bridge project not to exceed $800,000. Kaw Valley Engineering submitted quotes for survey work and a $17,980 proposal to produce a Preliminary Engineer Report required by FEMA and state regulators for the Kansas Falls mitigation project.
Commissioners authorized staff to contract with a realtor to purchase a lot at 301 E. 8th St. for Public Works equipment storage after a prior executive‑session negotiation and acceptance of the seller’s offer of $15,000 plus an estimated $2,250 survey cost. Myers said the parcel would be used for an equipment shed for Road and Bridge and Public Works equipment.
The agenda also included FEMA DR#4824 updates: the county reported payments received on debris and road projects and that some projects remain under review by FEMA and require additional documentation, including an H&H study for the Kansas Falls mitigation project. Commissioners approved staff to proceed with the Kaw Valley proposal to satisfy FEMA and permitting requirements. The county noted the engineering work is expected to be reimbursable under FEMA rules.
The commission approved a variety of routine items, including change order 2026000063 and minutes from Feb. 9, 2026, before adjourning at 8:01 p.m.
