Council amends 28E agreement; South Central Regional Airport project placed on hold

The Pella City Council approved an amended and restated 28E agreement with the city of Oskaloosa that formally places the South Central Regional Airport project on hold.
City staff explained the amendment responds to an Iowa Supreme Court ruling addressing a termination provision in the earlier 28E agreement and also reflects that the airport agency to date has voluntarily acquired roughly 378 acres while a regional airport would require approximately 600 acres in total. With the agency short roughly 220 acres, staff said the amendment pauses further project activity until federal guidance from the Federal Aviation Administration clarifies the status of the acquired land and potential next steps (including whether the FAA will require sale or other disposition of owned parcels).
Staff noted the project has already received more than $5 million in federal grants to date and that any future modifications to the 28E agreement may be required once FAA direction is received. Council approved the amendment by roll call.
