The Pella City Council voted to adopt a package of ordinances and resolutions Tuesday that included an amendment to the historic‑district overlay, approval of a final plat for the Prairie Ridge townhome development and authorization of a grant for the city’s automated metering infrastructure (AMI) project.
Mike (city staff) explained a text amendment to the city code to clarify that design‑review permits for new housing structures in the city’s two historic districts would use the federal rehabilitation guidelines; the council closed the public hearing and approved Ordinance No. 1054.
Council also approved Resolution No. 6778, the final plat for approximately 4.5 acres of Prairie Ridge townhome development (about 38 buildable lots with an initial phase of roughly 20 units), and Resolution No. 6779 accepting approximately 711 linear feet of new sanitary sewer as substantially complete. The planning commission reviewed and unanimously recommended the final plat.
On utilities, the council authorized the mayor to sign a grant agreement with the Iowa Department of Economic Development under a grid resilience program for the city’s AMI (smart‑meter) project. The grant award (about $1,551,000) reduces the city’s local match to roughly $449,000 from a previously budgeted $2 million, staff said. Council approved resolutions (Nos. 6781–6783) setting Dec. 17 as the public hearing date to consider adopting updated building codes (2021 editions) and the 2020 National Electric Code exception.
The council also read and adopted Ordinance No. 1053 related to tax increment financing for the Prairie Ridge West urban renewal area and held the first reading of Ordinance No. 1055 (amending municipal-telecommunications programming rates). Several motions were approved by roll call; no formal roll-call controversies were recorded in the meeting minutes.
