Pella’s City Council approved the contract award for an asphalt overlay of the Airport Access Road at Pella Municipal Airport, accepting the lowest responsible bid from Norris Asphalt for $362,500.
Staff said the engineer’s probable cost was approximately $444,000. The city received four bids that ranged from just over $359,000 to about $488,000; the staff recommendation favored Norris Asphalt’s $362,500 bid to complete the work by Dec. 31 under the alternate that accelerated completion into this year. Staff and the contractor noted a narrow construction window because many asphalt plants close for the season, and completing the project this year would raise cost vs. deferring to spring when the project could be less expensive.
Council closed the public hearing and approved resolution 6769, which authorized plan specifications, receipt of bids and award of contract to the lowest responsible bidder. The motion carried in roll call.
Next steps: staff will finalize contract documents and coordinate a short work window with the contractor; if weather or schedule constraints preclude autumn work, the alternate is to delay to spring.
