Staff presented the Central Park mixed-use Phase 2 proposal (Indigo Apartments) for a 12.39-acre lot at 1235 Central Park Drive. The plan calls for 240 multifamily units in four 48-unit and two 24-unit buildings, with amenities including a clubhouse, pool, covered parking/garages and a dog park. The applicant requested an alternative parking plan of 1.3 spaces per dwelling unit (312 spaces) instead of the code-prescribed two spaces per unit (480 spaces). Staff noted the two complexes (Artisan and Indigo) together provide 513 spaces in total.
Staff said the project was previously approved in 2021–22 for the same number of units; the current change shifts the layout to multiple buildings and triggers a new plan-use review. Committee questions addressed drainage (regional stormwater detention exists), future sale/ownership of parcel components, pedestrian connections and whether the developer would construct crosswalks. Staff carried over prior conditions and highlighted one condition amended by the planning commission: staff and the developer shall work together to provide a crosswalk across Central Park Drive to enhance pedestrian safety. The committee did not vote on the item and will forward the plan to council for action.
