Staff presented the Windsor Creek Phase 6 planned-use submittal and told the committee the applicant seeks annexation from unincorporated St. Clair County into O'Fallon City and SR1BP zoning for a 92-lot single-family subdivision. The staff overview described lot sizes from about 10,000 to 34,700 square feet, two stormwater detention basins, proposed connections to the existing Windsor Creek subdivision, and utility provisions (O'Fallon City water via a 12-inch main; sewer by Caseyville Township; electric and gas by Amrind; telephone and internet by AT&T and Charter).
A fire-code question clarified that state fire code requires a secondary entrance for subdivisions over 30 homes; the developer and designers indicated the first phase was limited to 30 homes so the project would remain under that threshold until additional access exists. Staff said drainage is not known to be a flood problem and that staff coordinates with local school superintendents on large residential additions. The committee moved and approved the planned use and also passed resolutions to forward a pre-annexation agreement and the annexation ordinance to council for final action. The item will go to the city council on July 6, with subsequent second-readings listed on the committee schedule.
