Township committee approves consent agenda and multiple routine resolutions including road and contract awards

Montgomery Township’s governing committee adopted a slate of routine resolutions Sept. 9 that included land‑use inquiries, contract awards, personnel changes and payments.
The committee directed the Planning Board to begin a preliminary investigation to determine whether the former gas station and two adjacent parcels at the intersection of State Routes 518 and 206 qualify as an area in need of redevelopment under Resolution 24‑9‑309. If the Planning Board so designates the area, a redevelopment plan would be drafted and returned to the committee for approval.
The committee also authorized multiple procurement and service contracts that are part of the township’s 2024 capital and operations work. The largest single award was for the Montgomery Road resurfacing and pedestrian route extension (Bid B09‑2024), authorized to Top Line Construction for $775,974.61 using state aid (Res. 24‑9‑323). A separate capital award (Res. 24‑9‑324) went to R Construction LLC for inlet/manhole, curb repairs and ADA ramps (contracted amount $214,940).
Routine service agreements for sewer plant and generator maintenance were reauthorized, including awards through the Morris County cooperative to Foley Inc. to provide generator maintenance and emergency repairs for township facilities and the sewer authority (Res. 24‑9‑313, 24‑9‑314, 24‑9‑315). The committee approved joining the Omnia Partners cooperative to secure favorable pricing for HVAC work at the senior and community centers (Res. 24‑9‑320). The procurement slate also included replacement of a 22‑year‑old postage system (Res. 24‑9‑319).
Financial housekeeping included approval of refunds tied to tax‑appeal settlements. The committee repealed and replaced a prior resolution to correct the named entity and years for a refund (Res. 24‑9‑321) — that item drew one abstention — and approved a related overpayment refund (Res. 24‑9‑322). The bills‑posted resolution (Res. 24‑9‑326) listed several large payments the township forwards on behalf of other entities, including a Somerset County payment of $4,880,108.48 and a board of education payment listed at $8,936,326.
Other actions approved included authorization to enter into a purchase/due‑diligence agreement for about 5 acres on River Road to expand open space (Res. 24‑9‑311), appointment of an alternate member to the Zoning Board of Adjustment (Res. 24‑9‑310), adoption of personnel manual updates that add a civility policy and reflect a new payroll/timekeeping system (Res. 24‑9‑312), and approvals related to vehicle‑use arrangements with Montgomery EMS to preserve township maintenance coverage while allowing EMS use (Res. 24‑9‑317; 24‑9‑318).
All motions listed on the consent agenda and the subsequent resolutions were adopted on voice/roll‑call votes at the meeting and recorded as passed. Where the transcript recorded an abstention, the minutes reflect that abstention rather than unanimous assent.
