Concord CAC outlines CAP update process with Weston & Sampson, schedules community engagement

Committee and staff outlined next steps for the Climate Action and Resilience Plan update at the Jan. 21 meeting, including vendor engagement, stakeholder outreach and interim assignments.
Shannon McAndrew and Deputy Town Manager Megan Zammuto reported that consultant Weston & Sampson will lead the update process, will attend the Feb. 11 CAC meeting, and expects to conduct two community workshops (first tentatively scheduled for May 2026; a second workshop timing may shift from July to June or September). The vendor will also hold stakeholder interviews and meet with town departments and the Select Board during the 12-month project schedule.
Committee members were assigned discrete tasks: provide one-paragraph bios to Shannon McAndrew to help Weston & Sampson map expertise and stakeholder roles; Brad Hubbard-Nelson was asked to request a full assessor database dump to support building and emissions analysis; Fran Cummings agreed to run the 2024 emissions inventory using the MAPC tool; and members discussed elevating CMLP’s role and involving a finance staff member (Ryan Ferrara) in the process.
Why it matters: Concord’s five-year Climate Action and Resilience Plan reaches the end of its intended life and the update is intended to re-evaluate prior progress, close data gaps, and set measurable community engagement and implementation steps. The consultant-enabled process will create a draft engagement plan for the committee’s February review and present early outreach milestones in spring 2026.
Next steps: Committee members should send bios to Shannon by the stated deadline and expect Weston & Sampson to attend the Feb. 11 meeting. Staff said a draft community engagement plan will be provided ahead of broader outreach.
