Region 4 committee reviews summer capital work, reserve funds and contractor concerns

Committee members reviewed a list of completed capital projects at Valley Regional High School (VRHS) and JWMS and discussed current-year projects, contractor costs, and funding options at the Oct. 28 meeting of the Region 4 Grounds & Buildings Maintenance & Oversight Committee.
The presentation detailed completed work at VRHS, including brick repointing and waterproofing (Better Homes Builders, $34,786.25), stage replacement (Bartholomew Contract Interiors; total project cost $59,000 after subfloor reinforcement), and Dual Temp insulation work (KMK contracted at $199,540). At JWMS, recently completed items included classroom flooring ($48,877 to Bartholomew Contract Interiors), gym floor refinishing ($58,025 to Dalene Flooring), and stair tread replacement ($20,456 to Bartholomew). Certain punch-list items remain for field and accessibility work.
Bob Grissom provided a Reserve for Educational Expenditures update: beginning available balance for 2025–26 is $572,653 with a budgeted appropriation of $220,000 from the operating budget. The Board may be able to appropriate about $270,000 from the audited 2024–25 surplus later this year, and DRIP program funds (estimated at $57,006 per year) could add further cash. Together the items could yield a potential fund balance of approximately $1.1 million, contingent on future Board decisions.
The committee discussed procurement details and prevailing wage implications for larger roof-cleaning/inspection contracts. Two proposals were summarized: Silktown ($179,943) and Macri ($182,600 at prevailing wage rates); individual roof-line items and inspection costs were listed on the slide packet.
Committee members also expressed displeasure with the masonry work at VRHS, noting aesthetic and finish issues including discoloration of mortar and bricks. Because the masonry vendor was identified through the State-approved vendor list, the committee requested that the Facilities Director inform the State and seek guidance.
Other projects and cost estimates highlighted in the presentation included a potential $170,000 estimate to bring front JWMS sidewalks up to ADA code if all sections require replacement, a fire-panel quote of $90,000 for alarm upgrades, a Building Management System (BMS) replacement quote near $1.21 million with a phased approach recommended, and lighting and window replacement estimates. The administration was asked to develop recommendations on funding thresholds (operating budget vs. reserve vs. bond/loan) for future capital decision-making.
Next steps: the committee asked administration for funding-source guidance and scheduled a December follow-up to monitor progress on outstanding items.
