The Town of Canaan Board of Finance on Jan. 12 agreed to continue work to formalize internal policies, including a review of the town’s informal $20,000 allocation practice and procedures for Town Meeting notification.
Board member Amy Wynn told colleagues she is consolidating historical input and drafting a Procedures section that will outline the town’s budget and planning processes, including Town Meeting requirements and the Board’s tradition of involving alternates. The board agreed the work will proceed incrementally and members will review shared materials before further changes.
The discussion on policies followed routine approval of the Dec. 17, 2025 special meeting minutes. The board unanimously approved the minutes after an amendment proposed by Chairman Ginger Betti to change the wording under “Reports” from “Bank reconciliations” to “Account reconciliations.” The motion to approve the minutes was moved by Amy Wynn and seconded by Martin Deeg; the amendment was moved by Chairman Betti and seconded by Wynn; votes on both the amendment and the amended motion were unanimous.
On capital planning, Member Thomas Wilson presented a revised Capital Plan request form that adds fields and improved dropdowns. The board agreed the revised PDF is usable for the current budget cycle while larger refinements, including an online submission option, are explored for future years. Members emphasized the need for consistent departmental submissions to support a multi-year capital plan and supported coordinating with the Selectmen and engaging Region One to understand long-range capital needs that could affect the town.
The board also noted that responses to the annual audit request for proposals for fiscal years 2026–2029 are due Feb. 13, 2026.
What happens next: board members will review the draft policy materials and the revised capital form; Chairman Betti will follow up on several expenditure variances raised during the Board of Education report.
