Staff recommended providing summaries of evidence‑of‑effectiveness to board members and to division leaders during adoption decisions rather than asking local teacher adoption committees to evaluate research themselves.
Separately, accreditation staff added a reporting requirement tied to HB2777: divisions must provide VDOE with the high‑quality instructional materials they are using across content areas and grade spans. The department emphasized this collection is informational and will not alter a school's accreditation status; the collected data will help VDOE coordinate support and align HQIM adoption guidance.
Board members asked staff to ensure the new reporting requirements do not duplicate existing literacy plans and to make the data-collection window and public release process clear. VDOE said the initial division submissions will be collected and validated through an appeals window and then bundled with school‑quality profile materials for an October release.
The board approved the process revisions and the accreditation‑report update by roll-call votes.
