Franklin County recommends community partner funding for 2027 budget

The recommendations included: CASA of the Fourth Judicial District — $24,000; COF Training Services — $102,000; East Central Kansas Area Agency on Aging — $109,700; Elizabeth Layton Center — $0; Franklin County Conservation District — $51,800; Franklin County Development Council — $67,593; Franklin County Historical Society — $72,000 (from TGT funds); Franklin County Services for the Elderly — $124,300; Prairie Paws Animal Shelter — $44,000; Richmond Fair — $1,400 (from TGT funds); Franklin County Agriculture Society — $15,000 (from TGT funds) with a committee to consider additional funds; Lane Agricultural Fair Association — $1,600 (from TGT funds, earmarked awaiting an application); and Ad Astra Advocacy Center — $25,425.
Paddock said these recommendations reflect applications heard March 30 and are being forwarded as allocations to the draft 2027 budget. The board did not take a final funding vote on April 8; commissioners directed that the recommended amounts be included in the budget process, which requires full budget adoption at a later meeting.
If adopted in the final 2027 budget, the allocations would provide county support and, in some cases, targeted tourism-generated tax (TGT) funding to local nonprofits and events. No specific fiscal impact beyond the listed recommended amounts was adopted during the April 8 meeting.
