The Beaufort County Airport Board reviewed first‑quarter fiscal year 2026 financial results and approved multiple grant acceptances and a consultant work authorization for an AWOS relocation.
Brian, the airport finance lead, presented P&L comparisons for July–September that showed increases in Town of Hilton Head reimbursements and ramp fees (about $128,000), and newly recorded interest income — roughly $151,000 in the first quarter and a projection of about $200,000 for the year. He told the board county finance is now calculating interest off airport equity and staff will explore retroactive payments. "There's about a 100,000,000 set aside for our size airport" in the federal IIJA/BIL program, John said, and the airport submitted an application targeting phase 2 of the terminal project.
Board members asked for a regular balance sheet in future packets to see overall financial position; staff agreed to prepare quarterly balance sheets and targeted providing December financials in March.
On action items, staff presented two South Carolina Aeronautics Commission grant acceptances. The first reimburses $42,625 for mitigation work at the HXD terminal approaches after trees were addressed; the board moved, seconded and approved the resolution to accept the grant by voice with no opposition.
The second item covered a shared‑cost (60/40) grant for relocating the AWOS (airport weather observation system). Board members questioned the apparent high consultant cost to move the AWOS a short distance; staff explained the line item covers consultant services (design, permitting, slab and electrical), not merely physically picking up equipment. The board approved the grant acceptance and a related work authorization to begin consultant design and permitting.
All motions on grants and the work authorization passed by voice vote with no recorded opposition; staff said any excess grant funds would return to the grantor if unused.
The board also discussed hangar funding strategy — noting grant rules that may cover site work up to the surface but typically do not allow using entitlement grant funds for pad and structure — and asked staff to continue pursuing additional funding sources for terminal phase 2.
